Calculation of cost-effectiveness used to be straightforward and limited to utility energy efficiency (EE) review, approval and compliance reporting processes. Now benefit-cost analysis (BCA) is much more complex, involving more than just energy, and it is being applied in utility planning and investment decision- making extending for beyond EE.
